Devon County Council Receives Praise for Transformative Changes in Care Services

Devon County Council has recently been lauded by Ofsted inspectors for the significant progress made in services for care leavers following their latest inspection. This commendation marks a crucial milestone in the council's ongoing efforts to better support vulnerable young people in the region.

Recognition of Commitment

In a letter highlighting the improvements, Ofsted inspectors noted “greater clarity,” “greater effort,” and a “more consistent service,” praising the leadership within the council for overseeing a much-needed program of enhancements in children’s services. County Council Leader Councillor Julian Brazil emphasized the council's commitment to prioritizing children's welfare, reinforcing that this focus began with the new administration following the elections in May.

Positive Outcomes for Care Leavers

The feedback from Ofsted is particularly noteworthy given the prior evaluation in October 2024, which identified numerous deficiencies in service delivery. The recent report underscores the considerable strides made, particularly in securing safe and stable housing for care-experienced young people as well as enhancing employment and education opportunities. Inspectors noted that these improvements are translating to more care leavers progressing to university and establishing fruitful careers.

Innovative Measures and Future Goals

Among the notable initiatives introduced are stronger partnerships with housing providers, rent guarantee schemes, and expanded “staying close” and “staying put” arrangements. These efforts are beginning to reverse the long-standing failures in support systems for care leavers. Councillor Richard Jefferies, the Cabinet Member for Children’s Services, acknowledged the hard work put in by dedicated staff and expressed a commitment to maintaining momentum in improving outcomes for these young individuals.

Continuing Challenges and Commitment to Improvement

While the Ofsted report celebrates significant achievements, it also acknowledges ongoing challenges such as enhancing the availability of move-on accommodation and refining risk assessments and pathway plans. Nevertheless, the council is committed to continuous improvement, stating a resolute determination to build upon these successes and ensure that the most vulnerable children in Devon receive the best possible start in life.
