Quebec's Copper Industry Receives Major Boost with New Legislation

In a significant development for the mining sector, the Syndicat des Métallos/United Steelworkers union has welcomed the Quebec government's recent passage of Bill 11. This legislation is set to secure the future of Quebec’s copper industry, allowing for much-needed investments in local operations.

Modernization at Horne Copper Smelter

The new bill paves the way for Glencore, the resource giant, to proceed with modernization efforts at its Horne copper smelter located in Rouyn-Noranda. This facility, along with the Montreal East copper refinery, represents a crucial component of Canada’s copper production landscape, being the only two of their kind in the country.

A Step Towards Stability

Nicolas Lapierre, Quebec Director of the Steelworkers union, emphasized the importance of this legislative change, stating, “More than ever, the copper industry is strategically important for Quebec and Canada.” As nations aim to evolve their industrial strategies with technological advancements, the ability to recycle and process copper locally has become imperative.

Hope for Workers Amidst Uncertainty

Stéphane Côté, president of USW Local 6887, expressed relief with the new legislative framework, highlighting the challenges faced over recent months due to uncertainty in the trade landscape. “Not all the clouds have cleared yet, but we’re confident that governments are doing what is needed to ensure the sustainability of our copper industry,” he added.

This recent government action not only promises to revitalize the industry but also assures the employment and economic stability of many workers involved in copper processing. As Quebec makes strides in securing its industrial future, the resurgence of the copper industry sets a positive tone for other sectors and bolsters confidence in local manufacturing strategies.
