Streamlined Application Process

The 'Severe Mental Impairment' discount, which has often confused applicants and even council staff, will soon be renamed 'Significant Cognitive Impairment.' Moreover, the application for this discount will now be standardized across all English councils through a universal application form, making the process simpler for both individuals and assistance agencies.

Extended Payment Terms for Households

Alongside the changes to the cognitive impairment discount, new rules concerning council tax debt collection are set to take effect in April 2027. Under the current model, councils can demand full year's payments shortly after a missed payment, creating undue pressure on households. The upcoming changes will allow households two months to settle outstanding bills before councils can escalate their demands. This new grace period also includes a cap on administrative costs, creating a more manageable framework for those struggling financially.

Martin Lewis emphasized the importance of these changes, noting that they represent a long-overdue shift in council tax collection practices. “While there is still work to be done regarding the review band applications, these updates mark a significant step forward in supporting vulnerable populations who are often burdened by outdated processes,” he said.
